Open to income-eligible residents statewide, this program allows participants to:
- Select SOL POWER MIDWEST LLC, an Approved Vendor from the ILSFA directory.
- Collaborate with SOL POWER to plan and install solar panels tailored to their energy needs.
2. ILSFA Bright Neighborhoods Initiative
This targeted program simplifies participation for residents of select communities, including Chicago’s West Side neighborhoods (Austin, Humboldt Park, East Garfield Park, West Garfield Park, North Lawndale, and South Lawndale), Waukegan, and the Carbondale-Marion micropolitan area.
- Streamlined Process: Outreach, enrollment, and income verification are managed by ILSFA, not SOL POWER.

How Does the SOL POWER Power Purchase Agreement (PPA) Work?
A Power Purchase Agreement (PPA) is a financing option that allows you to enjoy solar energy without the upfront costs of purchasing and installing a solar system. Instead, you pay for the electricity the system produces at a lower rate than traditional utility costs.
Key Features of SOL POWER’s PPA
- No Upfront Costs:
- SOL POWER installs the solar panels on your property at no cost to you.
- You pay only for the electricity the system generates.
- Affordable Pricing:
- Ongoing costs will not exceed 50% of the energy value generated by the system during the first year.
- Annual cost increases are capped at 1.7%, ensuring long-term affordability.
- Buy-Out Option:
- At the end of the 15-year contract, you can purchase the system at a reduced price, giving you long-term energy independence.
- Guaranteed Energy Savings:
- Lower your electricity bills while reducing your carbon footprint.
An Example of Savings
If your household electricity bill is typically $100 per month:
- With SOL POWER’s PPA, your solar system might generate enough electricity to cover most of your usage.
- Instead of paying $100 to your utility, you might pay SOL POWER $50 for the solar energy generated (since costs are capped at 50% of the system’s energy value).
- You save $50 per month while enjoying the benefits of clean energy.

Home Repairs and Upgrades for Solar Readiness
Many homeowners require roof or electrical repairs before installing solar panels. The Home Repairs and Upgrades initiative connects eligible residents with funding opportunities to make their homes solar-ready. If your home needs repairs for solar installation, the ILSFA team can assist you in exploring external funding sources or connect you with an Approved Vendor who can manage both repairs and solar installation. All repairs must align with the program’s approved list, including electrical upgrades and roof work, and participants will have no upfront costs for authorized repairs.
