Smart Modernization and Retrofit Technology Solutions (SMARTS) Program
As Executive Vice President of PacificWest Energy Solutions, Patrick A. Weller led the establishment of PacificWest’s U.S. Department of Energy (DOE) Qualified ESCO services, optimizing the use of Energy Efficiency Block Grants from the American Recovery and Reinvestment Act of 2009.
This initiative facilitated the federal evaluation process for energy savings performance contracting (ESPC) as mandated by the Energy Policy Act of 1992. Patrick developed the Smart Modernization and Retrofit Technology Solutions (SMARTS) program, which garnered approval from multiple California cities to modernize public facilities using ARRA funds.
Additionally, he successfully executed a shovel-ready infrastructure project for the City of Grover Beach, securing initial stimulus funding and facilitating immediate construction through innovative self-funding mechanisms.
